About the service

A qualified Transport Manager, without the overhead of employing one.

Operators of buses, coaches and minibuses under a Standard PSV Operator Licence are legally required to have a professionally competent, CPC-qualified Transport Manager named on their licence. For most small and mid-sized operators, employing one full-time makes no commercial sense.

An External Transport Manager carries precisely the same legal responsibilities as a salaried in-house TM, continuous, effective management of the operation, at a fraction of the cost. The Traffic Commissioner recognises the arrangement in full.

"If an operator fails to follow their Transport Manager's advice, the TM is legally obliged to inform the Traffic Commissioner. The arrangement only works where there is complete professional trust."

One external TM may be named on up to four operator licences with a combined fleet of fifty vehicles. We deliberately keep our caseload below that ceiling, every operator gets time, not a template.

Standard National or International licence
A named, CPC-qualified Transport Manager is a statutory requirement. Our external TM service satisfies that requirement completely and is recognised by the Traffic Commissioner.
Restricted licence holder
No TM legally required, but the same operating standards apply. We provide consultancy and compliance support so restricted operators meet every DVSA expectation without a formal appointment.
Transport Manager has departed
You have twenty-eight days to notify the Traffic Commissioner. We step in as interim TM to protect the licence through the transition, discreetly, promptly, properly.

Interim Transport Manager

Your TM has left and the twenty-eight-day notification clock is running. We step in immediately, protecting the licence while you recruit or restructure.

Maintenance & PMI planning

PMI planner set up and kept at least six months ahead. Annual test scheduling, wheel-security programmes, defect systems and roadworthiness oversight.

Tachograph & drivers' hours analysis

Digital and analogue tachograph analysis, infringement reports, driver debriefs and retention of records to the statutory periods. EU and GB domestic rules.

Driver CPC, training & competency

Preparation, advice and representation before the Traffic Commissioner.

A Public Inquiry places your operator licence, your repute and, for directors, your livelihood at stake. It is not an occasion for improvisation. We treat each case as a full matter: case analysis, evidence remediation, written representations, undertakings drafting, witness preparation, and attendance on the day.

01, First 72 hours
Case analysis

The call-up letter is read closely. We identify precisely which statutory grounds the TC has raised, repute, financial standing, professional competence, or fitness, and map the evidential burden.

02, Weeks 1–4
Remediation

Failures are fixed before the hearing. Maintenance systems rebuilt. Tachograph compliance brought current. Driver training delivered. The TC wants to see change, we evidence it.

03, Pre-hearing
Written case & undertakings

A considered bundle of written representations, voluntary undertakings and supporting evidence. Where a transport solicitor is instructed, we work in lockstep with counsel.

04, On the day
Hearing attendance

We attend the hearing at the Office of the Traffic Commissioner with you. Witness preparation the night before. Calm conduct of proceedings. Post-inquiry follow-through.

Preparation, advice and representation before the Traffic Commissioner.

Public Inquiry work is priced per engagement, the seriousness of the call-up, the scale of the operation and the remediation required all determine scope. Indicative fees are set out opposite. Fixed fees available on request where the matter can be bounded at the outset.

Confidential consultation

Fees may be combined into a single fixed fee for the complete engagement on request. Complex, multi-day inquiries or matters involving director disqualification scoped separately. Fully Managed retainer clients have Public Inquiry cover included.

Questions operators ask us.

Do I legally need an External Transport Manager?
If you hold a Standard National or Standard International PSV Operator Licence, yes, a CPC-qualified Transport Manager must be named on the licence. An External TM satisfies that requirement in full and is recognised by the Traffic Commissioner.
How many operators can one external TM cover?
A maximum of four operator licences with a combined total of fifty vehicles, or fewer if the Traffic Commissioner considers it appropriate given the complexity of the operations. We deliberately keep our caseload below that ceiling.
What happens if I don't have a Transport Manager in place?
You are required to notify the Traffic Commissioner within twenty-eight days of losing your TM and must have a replacement in place within a reasonable period. Failure to do so risks TC action up to and including revocation.
Can you cover us as an interim TM while we recruit?
Yes, interim cover is one of the most common reasons operators call us. We step in immediately as external TM while you either recruit a permanent TM or decide that an external arrangement is the right long-term solution.
We have received a Public Inquiry call-up letter. What do we do?
Contact us the same day. We will review the letter confidentially, explain precisely what the TC has asked, and lay out a timeline to the hearing. The earlier we are instructed, the more opportunity there is to remediate and to present the operation in the best possible light.
Do you work alongside transport solicitors?
Frequently. For serious Public Inquiry matters we work in lockstep with instructed counsel, they run the legal case, we deliver the technical compliance evidence and undertakings. Where no solicitor is instructed, we handle the matter throughout.
What is the difference between a Driver CPC and a Transport Manager CPC?
Entirely separate qualifications. A Driver CPC is required of professional drivers. A Transport Manager CPC is the management qualification required to be named on an operator licence. We hold the Passenger Transport TM CPC specifically for PSV operations.
